Yeah, done by their live teams, which is currently busy on Rise of Iron. Unless you are proposing they assign more resources to an already dying game.

The contradiction in your response is incredible Take a second to think about that
-
There is no contradiction. Destiny 1 is dead as soon as Destiny 2 releases. RoI is basically a demo for D2, but they really shouldn't be doing any overhauls in it.
-
If it's a demo that costs money but doesn't have anything that players want, there won't be any confidence in another purchase lol it would be in their best interest to add shit before it's too late
-
You're right, if RoI flops Destiny 2 will also be a flop. Doesn't mean they should sacrifice potentially good ideas for niche ones.
-
I can understand their decision to save resources for later if there was more communication and trust, they said hey we are gonna add all of this to destiny 2 and we could believe them
-
All the things they wanted in Destiny 1 are going in Destiny 2. That's what happened to Halos 2 and 3. Halo 3 was literally made from the cut content of H2. Considering that, they don't have a lot of room to add on extra stuff to the initial release.
