Two in a row, then the cooldown. Blink can tie a hunter with Blink, but without that, warlocks are very slow. We're talking about the big picture, not one jump ability on one subclass.

Well then your entire argument is invalid. For a Titan to be jets like you say they are you need to use better control. Which is one perk choice and not the "whole picture".
