Just got a Lord High Fixer with Spray and Play and Reactive Reload. Unless I am just blind to the benefit, it seems these two perks would work against each other. Or maybe I should say, it seems they would not have very good synergy

Well, if it could get final round as a third perk, then maybe you could get some synergy and chain kills together. But reactive reload is a good perk, even without other perks to compliment it. While it's active, you could potentially 2-shot kill another player in PVP.
