The cop told him to stop reaching for it twice before he shot. You do not tell a cop you have a gun and start reaching for anything. You are going to have a bad time.

First, he had good intentions for notifying the cop that he had a gun, however it obviously backfired on him (No pun intended) its shameful and i fully see why he panicked.
