Have you checked you Postmaster on all your characters?

Yes, I started with my level 31 Hunter and it wasn't there.

Please check the other two characters, too, just to be sure.

I've checked all 3 and there is no package at the post master. What do I do?

If it wasn't in your Postmaster, Guardian inventories, Vault, and it hasn't been used, please quit out of Destiny and go to the PSN store and make sure all your DLC has been downloaded/installed. Additionally, try restoring your licenses.

I checked the PS Store, seems I have everything except for the character boost. I'll try the license thing real quick.

Okay now it has shown up under my inventory so I put it in the Vault for my new character, thanks for your help. Does it also give you starter weapons?

It should deck you out in level 25 gear I believe.

Each subclass can be obtained through its respective questline. To get said questline, beat the first mission (or two?) of The Taken King and then talk to your Vanguard Mentor. The rest I'll leave up to you to discover.
