Given how much Bungie caters to the PvP crowd, there's honestly not much room for a weapon like the pre-nerf TLW to exist.
Sadly, Bungie has chosen to limit design space for how well a weapon can perform thanks to their bias towards the Crucible when making adjustments.

Cater to the PvE crowd the has to use these weapons for all the content they haven't explored and are just waiting to play!!! Oh wait....
