When you sign up for a bungie.net account, you agree to their terms of service and to follow the code of conduct. Seeing as how they are not a government agency, and instead a private company, they can make any rules regarding speech that they want. The First Amendment ensures that you cannot be punished by the government for the things you say. This does not include private companies and organizations.
