You realize its already been developed.
I doubt they'll go back now, a few months before release, to make a legacy version.
It was designed for current gen altogether

Deej even said in an E3 interview that there is a capacity issue. Last gen literally can't hold the new DLC because it would lead to having to take other things out of the game. I.e. content from yr1 expansions
