Shoulder Charge is balanced because you have to run into action where you can be easily killed by a shotgun, fusion rifle, or nearly anything else just to get a kill. Nowadays you're lucky to get a kill because of max armored Titans and Ram wearing Warlocks.
All snipers have an aim assist cap, the most popular ones usually cap around 60 or 70. The scopes can change the aim assist by reducing or increasing but does not go over the cap. Hidden Hand adds 20% aim assist to snipers but does not go over the snipers cap. This is balanced because not everyone has such a perfectly rolled sniper to have a good scope (let's say Shortgaze or Longview SRL10) and hidden hand. Not to mention, since the April Update the equip times and the scope zooms have been increased, making them more sluggish.
Honestly, Firebolts with Touch of Flame and Viking Funeral are not very over powered. Although they don't take to much effort nor skill to use, they can't 1 hit kill you like many other grenades (Lightning grenades, incendiary grenades, trip mines, vortex, fusion, flux, voidwall, solar grenades,scatter grenades, and spike grenades [b]just to name a few ;)[/b]. It does require you to spec out your whole subclass to use so you're sacrificing a lot to use them.
Shadestep is pretty ridiculous too, but it isn't too amazing. It is very notorious for being able to dodge Firebolts but you can easily do by jumping in the air. It isn't overpowered because other classes can get similar mobility abilities like Twilight Garrison on the Titan and Blink on the Hunter and Warlock. Some may saw that it is good for shotgunning, but so is gliding, sliding and blinking.

The ONLY gripe I have (And it is not much of one at all) Is that those abilities are part of a Lock or Hunter's tree, whereas a titan has to wear a piece of exotic gear to have the same capabilities. Again, not trying to complain at all, just sucks if you say want mobility but also want to wear Saint-14 to blind adds.

Titans are the gayest class in the game without any exotics at all. They could even match blinking hunters in year 1. Possibly exceed then if they were good at it (I don't know I never mained a Titan in year 1).

I think it's fair because Titans were made to be the slowest class so they have to use exotics to compensate with the lack mobility. Of course, Titan skating was found so now they're the fastest class in the game.
