No. Only the people who paid $30 get access to year 3 Gjally. Even though we paid for it already. It has updated stats. Big deal. The people who paid for it should get it.

No one is stopping you from using your year one Gjallarhorn. You paid to use it in year one. They didn't have to bring any exotics forward to year two or year three.
