My solution, buff the weapons that can't keep up.
it's just as effective as a nerf.
it doesn't punish you for using your favorite weapon
and it is needed more than all of the nerfs put together

Unfortunately, this would not work. Doing this would cause an issue called power creep. With each new set of weapons, others would have to be buffed. Eventually, this would cause guardian health to be too low, which, if everything is being buffed, would be fixed by increasing the guardian's health. But then guardians would be too powerful (both firepower and health) for pve activities, which would then be buffed. By this time, a new set of weapons would come out and the cycle would continue to the point where states become useless.

ill admit every once in a while a nerf is needed, but not as often as bungie does it

I agree with that. However they might be doing it this often because they had a 6 month period without any fixes (thorn/last word era).

doesn't really give them an excuse to make a weapon, especially if it is exotic, useless. if anything the 6 month period increased the expectations for balancing PvP separately from PvE

No... But far too frequently Bungie's solution has been to just cut the nail head off with a hacksaw... And then occasionally solder some of the nail heads back on later and work on fixing them.... After seemingly way too much time.

Just because Bungie does it wrong does not mean that he's doing it right.

You'd have to be careful with that. Eventually if you buff to many things, the TTK goes wayyyy down and that becomes a mad house.
