there are 11 class II civilizations in Warhammer 40k
in Dr Who there are 4 and galifrey was only one of them due to their time travel technology; other wise they were un able to harness 100% of the power output of a single star (as in with out temporal technology)
and there is the bit that all except the doctor were either killed or saved by the doctor in that painting galifrey falls
also only about 20% of comics and graphic novels on Dr Who are still "canon" out of everything thats out there.

That told me nothing. No faction in 40k can destroy a universe outright. The timelords can do that casually.

the hurd are a very little known and nigh invincible species of immortal space beasts from the W40K codex story fluff they aren't a playable species an not much is known about them they are literally the "hear be dragons(off the map)" style creatures of the 40k universe

That is their theory but it is proven. Plus being immortal is a NLF, so nobody is immortal in a vs debate. None of those 3 creatures are threats to the Time Lords. Necrons can be killed by disintegration.

well im done m8 you realize the time lords are frozen in a picture and the doctor is the last one alive right? 1 man vs an entire galaxy of war civilizations does not every really equal a win for the 1 dude m8.

They are still fighting the Time War, which spans all of history. I'm using that version of the Time Lords. You know this.

not really an since that era takes place before any of the shows or data ive seen and know as fact is canon; i still don't entirely grasp anything that happened during that period and have no idea how much is canon and how much is fanfic so yea thats mainly why im pretty much done with the topic as i lack the knowledge needed to continue the debate thanx though it has been pretty informative on what you have told me thus far anyway
