Unfortunately the problem is not the weapons, rather the Crucible as a whole. The Crucible was never meant to be competitive but a fun break from PvE where players could go to duke it out and have a good time.
However, what ended up happening is a small vocal part of the community starting crying because they wanted a competitive PvP experience not just one that is their for fun. This lead Bungie to try and attempt to balance and change the Crucible into a competitive PvP experience using patches and player input. This was their major flaw as most players are biased individuals who cry nerf for superiority not balance.
No developer who takes their competitive PvP seriously makes this many changes to their meta. The PvP should have been released needing little to no changes.
The minute Bungie realized the PvP community wanted a competitive PvP experience they should have shot down the PvP, balanced and revamped the Crucible with only Dev input to be released with one of the major DLCs. Instead we have a cluster f*** wrapped in AIDS as our PvP experience thanks to the player base!
