I don't think they are disbled, but even if you are going to go down that road we don't exclude disabled people from using the same thing as everyone else unless they simply can't use it. Honestly a simpler solution would be to make the stalls more blocked off by making them touching the ground and roof and making sure that the doors aren't see through since people can't 'control' themselves. It's stupid that this is even a such a problem for people.

People will complain that it will cost too much. But this is a useful solution.
