Actually, it is possible. You can still receive those faction items as rewards for completing the CoE. That's why you see so many people "speed running." I haven't received the sight as a post-sigil reward but I have received a couple of class items and the boots...along with a dregs promise.

I've seen marks and ghosts drop in Coe after sigil completion, and the 3 fallen exotics. Never seen armor or other weapons drop though. Pretty sure your only chance at that is at the 90,000 point completion on the sigil

Nah. These things, for some reason don't register in the reward screen at the end. Even out of the exotics, they never show as rewards but rather are just added to my inventory. Same with the cloaks and boots. The only difference is that the sigil gives you a guarantee on one weapon item and one armor item.

Yeah it's strange. I got the 335 shell and didn't even realize it till I got to the tower. It's was a decent surprise though.
