Whether or not the Vanguard condones it (the grimoire doesn't specify) guardians have used torture (at least one example in the grimoire, where a hive wizard is tortured by a warlock for info on Crota). #LoreCorrectionCorrected

The interrogation was done under circumstances where it was needed. They didn't have the power or resources to find out, and she acted under her own need for revenge and for information.

1) torture is still torture whether you claim necessity or not 2) extenuating circumstances have been claimed by almost everyone defending torture in the last 50 to 100 years 3) its a terribly excuse anyway because studies show torture is ineffective because it generates unreliable info
