Where do I get the materials to craft the dual Kamas?

Every planet has 4 materials that can be found in it going from the most common to the rarest

Prime or regular?

Regular I believe. I just bought the blue prints and it says one of the required materials is Kamas. So I'm not sure if there is a specific mission I have to do or if I bought the prime blue prints by mistake.

You should be able to buy the standard Kamas blue print.
