In my opinion Destiny's multiplayer maps cater to Shotgun players more so than snipers. The combination of extremely small maps and numerous ways to break line of sight IMO allows players to close distance rather easily. In a scenario where the game's maps are more CQB focused a shotgun is going to be easier to use than a sniper.
