Well that could just be a local response by the remaining cabal commanders around Mars to the Taken invasion rather than fear from the core empire. Although from what little we saw, the Cabal did not fare well against the Taken so you could be right. That said two of their mid tier commanders of one of their legions were able to plant bombs in the dreadnaut, and it would have worked if didn't stop them!
