It's the original Queens Wrath basically. Like Iron Banner, it's held once a month for one week, and Variks is your vendor. It's also endgame level. During "Judgement's Grasp" all patrols on the planets have 5 enemy commanders that appear, along with a battalion of their faction to fight along side them. Cabal on Mars, Fallen on Earth/Moon/Venus, Hive on Moon/Earth, and Vex on Venus/Mars. Dreadnought is not included in this event. Taken commanders appear on all 4 planets. It's basically like when the Taken Zealots arrive, but they're at endgame level, with not as much enemies, and that they spawn immediately. Bosses will be at the level where soloing them is very hard, and that fireteam a will be ideal. Damaging these bosses to a specific health will trigger the event where a Crow from the Reef is sent to retrieve the commander. (Ex. Skolas' capture.) When the enemy is captured, players will receive an item called "Token of Confirmation," basically saying the target is confirmed capture. Returning these to Variks allow reputation. Where he sells weapons, Armor, and maybe a one-buy sterling treasure. Armor will be "bounty hunter" themed. Let your imagination go with that. Variks also has bounties which award more reputation for capturing specific bosses. Optionally, an exotic can be given here, exclusive to when the event is online, and only available during the event itself. Available at rank 5, the max rank of the event.
