Read it again, 5-7 rounds depending on type. High impact will see a 7 round nerf, lower impact 5

That part hasn't really been confirmed, but it wouldn't shock me. The stare has a large carried capacity when compared to some other moderately high impact snipers. They might just want to bring it more in line with the others.
