The Taken King does not move forward if you buy a next generation console, you will have to buy the expansion again. The base game doesn't move forward either.

Do the Dark Below and House of Wolves transfer to the Xbox One?

Yes, but the base game will not, so you will need to get that again along with The Taken King.
