It doesn't? You must literally be an idiot. If I have armor with high LL and undesirable perks and stats, another low LL piece of the same type with desirable stats but undesirable perks, and RNGeezus blesses me with the perfect perk roll from a sterling package after a series of purchases (say, 40 or so) I can infuse the low LL item first to set the stat rolls then infuse the other item for the high LL. THAT is P2W. The only way around that is if the infusing process always replaces the stat rolls on the resulting piece with those from the infusion fuel. Since they only infused a single piece during the reveal that mechanic is still in the air, and your original argument is moot.
