Let's think of exotic warlock boots
Void runner
Not even light can escape a black hole
Black Hole: vortex grenades blind enemies passing through temporarily
Void surplus: Gain an additional vortex grenade
Other perks: Increase discipline
Increase intellect
Rocket launcher ammo
Sniper rifle ammo
Infuse
Twist fate

You have a good idea but maybe for a chest piece instead. Exotic boots should do something for movement. (Bones, Dance Machines etc.) Maybe something that burns the ground where you're standing or running. (Like a taken Knight's ability)
