Are you stupid? The decimal is before the 1. 00000.1 is the same thing as .10, or 10%. Do they not teach math in school anymore?

Yes. It is known as the tenths position. .01 is 1%. .9 is 90%. See where I'm going with this? They used to teach this in school. Guess they stopped.
