I see. In this case, please do the following: 1. Stop the download and delete all content; 2. Do a hard reset by unplugging your console for a few minutes; 3. Restart your router (which can also be done by unplugging it and plugging it back in); 4. Once your router is up and running, start your console and restart the download.

Alright, thank you for telling me. That might help, and could be worth a try, but usually only if your connection isn't strong enough or is being blocked by something. If you have the capability to use one, please do before you start the download.

As for the network traffic, that could be the issue. If your bandwidth doesn't allow for you to get a strong signal, it might be best for you to make sure that other people aren't hogging the internet too much. Your distance from the router is just fine.

It depends on your console and settings, but I wouldn't risk it either way. You want your console's networking to only focus on the download.

Would It be because the disc is scratched because it's my friends disc for ps4 but my account I was trying to transfer my old ps3 data to ps4 and I just tried again it is doing the same thing stuck at 3.34gb out of 15.85gb

If the PS4 has been unable to read your disk, then it could definitely be the disk. I suggest cleaning it off and trying. If that doesn't work, then yes, try another disk.

Will the taken king dlc transfer over to if I just buy the normal version of the game

If you already have the expansions for the same console, you're good. However, they don't sell Destiny on its own anymore which is why I suggest buying a cheap disk copy.

OK but I have all the expansions on ps3 I was wondering if they are part of the transfer will I get them as well on ps4

Oh, right, my mistake. The Dark Below and House of Wolves will transfer, but not The Taken King. If you need TTK on your PS4, I suggest just getting the Legendary Edition of The Taken King since it also comes with Destiny.
