The Vestian Outpost was complete minus vendors at launch, the seraphim vault was fully made at launch, the Jovian Complex was completely made with ghosts (you guessed it) at launch, the story itself was chopped up into DLC, to name a few...

Those areas may have finished terrain, but if there's no context for them yet, why would they be included in them game? EVERY game has some unfinished areas in the files. It's well known that the story was changed in the last year. Changed - not "chopped up." We'll never see that old story content, but there were certainly some areas associated with it that gets repurposed for new content.

I believe you should have put "changed" in the quote marks, after all when Joe Staten said it before he left he meant chopped up to sell as DLC over the ten year franchise while a hardly-a-story story was quickly slapped in its place. Those places had context and completion, they only thing they were missing was accessibility.
