That's sniper vs random dude running around a corner when he should of been playing smarter. From long range a better sniper has a better chance of killing his opponent if they start scoping at the same time. Everyone wants to complain about Final Round but no one is complaining about the extremely high aim assist on other snipers. As for long range vs short range it is always situational. Snipers don't do well in enclosed spaces regardless of Final Round or not. Most gameplay is close quarters so you are more likely to be killed by anything but Final Round except for in ToO when you should be playing safe with your team anyway.

Not if the sniper is peaking around the corner trying to get a location of the other sniper. Usually 8/10 times I can out snipe people even when they are looking at me I'm quicker at getting that headshot they usually hit my body. However if they have final round just sitting there they can hit me anywhere as I'm trying to line up the head and win as if they got a headshot

Once again you are referring to a sniper who is already set up waiting for you.
