Black hammer > ice breaker
You know im right.
Edit: yes icebreaker is better for low level mobs, but i usually use my primary for those.
Also in most true sniping scenarios(knights in Crotas End, hob goblins in VoG) you can pop three crits on 1 or 2 enemies quickly enough to get the reload. But if you like sniping more often than that i can see icebreaker being your choice.
For a real test sit on the highest rock spire at the middle portion of archon priest strike (where dinklebot scans door and 3 waves of vex appear) and use black hammer. If you dont reload you're a master sniper.
Edit2: black hammer doesnt take up an exptic spot either. +1

When it comes to bosses like the giant servitore and the archon priest, the black hammer is the God of all weapons, but against bosses like Omnigul it's much more efficient to use the icebreaker. The shitty thing about the black hammer is that it's either the best weapon in the entire game, or one of the worst because of the small magazine and ammo capacity.
