Main problem with your argument is that you DO NOT have to buy the DLC. You can, but you don't have to, regardless of what you might believe. Bungie is a company, meaning money is what they need, thus is only fair. The game is worth $60 no matter how you feel about it, and not liking what you have doesn't change that fact.
Oh, and the original Halo didn't have anywhere near the amount of content, and only barely had more story, which isn't even really true if you count the Grimoire cards, which I will admit should have been accessible in-game, which was the main fault.
If you don't want the DLC, that's fine, but trying to turn it into an issue is not right. This is not the same kind of issue as having actual DLC in the disc. The map might be there, but the DLC is the content, meaning the interactions, the enemies, etc. If that's not there, it's not locked dlc. That simple.

The game in Canada is 69.99 also this game is not finished so why should we pay for constant that was sent to already be in the game? You are defending nothing.

The game, in its current state, is worth even that. It is fact, plain and simple. Gaming has become more expensive because games cost much, much more to make. It's why dlc is now a common practice. Companies need to stay profitable, and while some companies can afford to give more content than others in a disc at launch, not all can. Game development and business is much more complex and expensive than anyone might think.
