The Tower should not be quiet. My ground of friends and I all feel that gamers should have the option to have ANY player chat with us, if in the area. I don't see any issue with this. If someone is a troll, give an option to mute. Problem solved, and Destiny wouldn't be so 'freakishly quiet.
