losing ammo when i switch my special or heavy weapon
I hate when I am in the dragon lair and start fighting the boss and I decided to switch from a heavy machine gun to a rocket launcher and I lose all the ammo I had.

It the penalty, you should read what Deej said when he on E3 2014. Bungie do not encourage switch weaponry during mission.
