It's safe to say, beyond any reasonable doubt, that if you can read, write, type, formulate a coherent thought, relay the information over the Internet, and engage in discussion, then you are "old enough" to have an opinion on virtually anything.
With this same kind of logic, no one who isn't female and hasn't ever been pregnant is allowed to have an opinion on abortion. No one who isn't gay isn't allowed to have a say when it comes to gay rights issues. No men can be feminists, and no non-black persons had any right in the push for the abolition of slavery.
Here's the thing. If you have the aforementioned abilities, namely literacy, then all you have to do is educate yourself on any number of issues. It also helps a lot to have an open mind. From there, if you have done those things, you can have a strong opinion on virtually any subject you come up with. REGARDLESS of your age.
Age is vastly irrelevant when determining the value of a person's opinion. The mentioning of it by any user to belittle their opinion is ad hominem and it should be frowned upon and called out.

As an example, this was me in Year Nine of School: We had an assignment where we were asked to write a letter from someone in the Trenches (WWI) to a loved one. While explaining it, the teacher said not to make it a romance, because "you're too young to understand love." Somebody asked how could that be possible when there were people in the room that were in relationships. I remember scoffing and thinking "Ha! I'm in love right now, I know exactly what's it's like!" She then explained that we were yet to see the different types of love. We might be experiencing puppy love, but there was so much more we hadn't seen. When I think back to that, I was so wrong. I had a mild crush at best and have since learnt what it feels like to actually be in love. [spoiler]That kind of derailed but I think I made a point in there somewhere.[/spoiler]
