Seasons that come bundled with DLC packages can only be unlocked once per platform account making the purchase. When you purchased the Deluxe Edition on Steam you logged into D2 on Steam prior to having cross save active. This assigned the included season passes to your D2 Steam game progress. You then enabled cross save and picked your PSN account as the cross save account. Your PSN account currently has no season passes assigned to it because the passes you purchased were assigned to the Steam characters. Purchasing the Deluxe Edition again or multiple times will NOT result in you getting additional season pass unlocks. Your one and only unlock of bundled passes on Steam was already used and assigned to your Steam characters. The only way to unlock Deluxe Edition season passes on your PSN characters now are to purchase the Deluxe Edition on Playstation, or link an XBox or Stadia account to your cross save and purchase the Deluxe Edition on one of those platforms. To unlock the bundled passes you will need to log in once on that platform. So if you don't own a PS4 or PS5 then you can't make the purchase on Playstation. For XBox you can make the purchase on the Microsoft Store as Destiny 2 is sold on the PC Microsoft Store. Or alternatively you can make the purchase on Stadia which will work on Chromecast, Chromebook, Mac, Windows, Linux, iOS, and Android. If you do decide to purchase the Deluxe Edition on XBox/Windows Store or Stadia, please add the account to your cross save and verify it is working in-game prior to making the purchase to avoid your season passes getting assigned to the wrong D2 game progress.
