No. Just add a pve quest and make it have the same perks.
Nerfs just alienate the people who worked their arses off to get it.

If it's just given to everyone or made easier to get, it'll be seen even more. It's already in at least 3 or 4 hands in any given crucible match. The crucible needs variety and this will not help at all, only make it worse. Pinnacle weapons should never be this good, anyway. They should alter playstyles, not make them better. Redrix and mountaintop are fantastic pinnacle weapons because they don't destroy, but they can shine when played certain ways. That's what pinnacle weapons should be made for, not just doing the exact same thing you've already been doing.
