Heavy is probably my least favorite part of pvp. Mainly because of machine guns and here is why:
They have too much ammo!
Rumble - player gets heavy and can go on a 10+ kill streak with that single purple box. They could be in last place and come back to win just because they got heavy.
Skirmish/salvage - if one team gets both heavies they have enough ammo to wipe the other team 5 - 10 or even more times which results in a 2-3000+ point difference, just because of heavy.
6v6 - same thing as skirmish a whole team with machine guns vs a team without them... not even fun.
Now rockets, I'm fine with! There's maximum 4 rockets which if you're really good/lucky that will only get you 3 to 5 kills and then you're out of ammo. That's not game breaking but can allow momentum of the game to change (to which power weapons should do).
Either remove machine guns completely from crucible or drastically reduce their ammo capacity for pvp.
And for you special people countering my argument by saying how easy rockets are to use:

**The point isn't the ease of kills it's number of kills per ammo block. Rockets may get 3 or 4 if you're good. Lmgs can be 15+ if you have 2 heavy ammo armor pieces. Plus qulilms... has a faster ttk than most rockets because of velocity. A lot of the time I'll get killed by a dude with an lmg even tho he started shooting me after I already shot my rocket so we trade. It's silly**
