Totally guessing but rather than Bungie being misleading they probably planned on giving us both the Osiris and Prison of Elders in addition to the new raid. That would have really been something awesome. What happened was testers tore it apart (glitches and cheese) and they tried to fix it waiting till the last minute to postpone the raid. They probably changed their testing methods after TDB (read: humbled) and realized they didn't have it right yet. If we are honest, no one that raids wants another glitchy unimaginative raid. I think everyone who bought HoW will get the raid just later at no additional cost. As always, Bungie's communication choices are what is causing the most damage here.

Remember, people only thought there was a raid because they saw "the arena" labeled as a raid in the data mined files. But none of that was guaranteed. I think it was labeled as "a raid" in the files because, at the time of initial release, the dev team wasn't sure what to call it yet. They just knew it was going to be high level end game content, so they slapped a raid sticker on it just as a place holder. Even after bungie warned on multiple occasions not to take any datamined files as fact, people got their expectations up. I firmly believe there will be no new raid until comet.

3 RespuestasThe most likely reason why Bungie delayed it is not glitches or bugs it's business. They are far away of having enough content to keep the players on the game until the next Destiny (no matter if it's Destiny 2 or a big Add-On) in fall or winter. If they give out the Raid in May everybody would be done with the game at least in August and leave. But once someone left the hurdles to get him back on the game are pretty big. That's why they most likely postponed it, they needed to stretch the content as they just have not enough of it.

No. More likely they have separate teams for raids and the new mode, decided they couldn't finish and bug test the raid in time so decided to focus on releasing this new mode instead and shunted developers to it. I doubt it was all planned for this dlc, bungie just had to find something to include when they realised the raid would not be finished in schedule
