No. Dude shouldn't even be in the raid with a blue weapon. I would have kicked him for that alone.
Don't show up to a raid without being prepared. Max gear and weapons.

It was the normal so its not totally important to have maxed everything

No excuse for not having at least your guns maxed. I can understand gear and rng an all that. But showing up to the hardest activity on the game with weak weapons only shows the player is in it for the loot and not for the contribution to his fellow fireteam members. It takes time and commitment to level guns and that shows commitment to the game and to the raid. I really hate when a 32 shows up in a raid without max weapons. It's selfish.
