They were created by the Vex to emulate their own creators. Who may have been humans or the Awoken, who knows.

Hmm. Could be. I'm beginning to think the vex are over zealous caretakers, possibly of the timelines.. Why would an all evil robot machine thing bother to plant flowers? Why would they create a "garden" machine? Also next time your in the black garden try to sneak a little bit and pay attention to vex near the end of the level... I actually saw one tending to flowers. (No joke.)
