You can fire a gun on the moon, it just wouldn't make noise. The powder would still ignite. The real question is how are the Fallen and Hive breathing on the moon?

Fallen are wearing armor (with masks). Hive are born on the moon. To make it simple: Aliens. They don't need oxygen.
