In theory yes, and yes I've seen the article written by some clown who states that the addition of oxidising agents to modern gun-powder will allow you to fire a weapon in space. Prove it!

You can theorise anything providing you write enough words on a page. No one can give a guarantee that the oxidising agent will be able to produce enough O2 to allow a successful combustion of the gun-powder in a zero O2 environment.....
