It's not free. At least two weekly heroics. Three if it's a primary. There's still more to come later too in updates.
For some who do nothing but play destiny you can get everything fast. For folks with kids and hard jobs and stuff it's better to have a system where they can get some rewards too.
Relying only on rng would be miserable!
But I think they should change all exotics to require bounties personally. You can buy the paper from xur but still have to earn it after

Depends on the team lol. I've done vog in less than 40, crota less than 30 (no wipes just blessed with great lfg squad) and some weeklies have taken about that or longer :D
