Well not everyone has all the time in the world to play games, and the casuals like me at least want to have fun because gaming is just a hobby. Now a good solution would to make exotics have a higher drop rate and have exotic engrams come around more, so the hardcore players could have more exotics because they would get more engrams from playing more, but the casuals still get some. Or instead of actual exotics, Xur could sell engrams so it's randomized and the casuals will get good guns but not the most overpowered weapons. And for armor, he could sell exotic Titan, hunter, and warlock engrams with no clue of what type of armor they would get and then have armor engrams, so players have no idea of what class they would get
