Xur is here to offset the rng-heavy loot system Destiny has. Because there is NO specific place to obtain a certain exotic (aside from Mythoclast, exo bounties, and Fate of all Fools), it's ridiculous to expect all players to just get lucky and find them all through random chance. Hell, if not for Xur, people would be spending most of their time grinding loot caves.
