Ah, that is a shame. I was obscenely lucky with my CCL, got it on week 1 with Firefly and Zen Moment. I can't speak for the VG Vendor perks but I recommend the weapon!

That's the same upgrades I got for my Another NITC. And it has Send It as one for the middle tree. It's nasty.
