What's funny is that it doesn't say they took that out. Read the wording of it. It just says you can get 9 or more now. It doesn't say they got rid of the chance for less.

It means the amount of coins you get are always more than 9. So yea they did take it out

You must have seen a different update than me. The one I'm looking at says you can now be awarded 9 or more strange coins. It says nothing about it always being at least 9.
