High rate of fire with no impact. I would say yes but there are already auto rifles with 100% fire rate and 1% impact which = smg

What would an smg's stats be then?

Mid impact mid range mid to high rate of fire high reload speed mid stability. High or mid clip amount. And it handles like an smg.
