They should be garbage. The best loot should always drop in hard raids.

Edited by CookieNiki: 2/21/2015 1:12:22 PMNo they shouldn't. I have no problem that raid weapons are the best of all game, it's only fair they are, but all players should be able to enjoy the game with weapons that are not garbage. Not everybody does raids, not everybody likes PvP.
