As a disclaimer, my weapon has different perks and sights to the Vendor model; my results may vary from yours.
I received a Vanguard Rank tonight, and in the package I found one of the new Vanguard weapons: the Coiled Hiss 1919. Given my loathing of Pulse Rifles, my first thought was "Awww, I was hoping for a Badger"
On face value the Coiled Hiss 1919 is an uncomplicated, rather crude bullet-hose. The reality is though, it's actually rather good for some encounters and definitely has a tactical niche. I wouldn't outright buy one, but I do fully intend to keep mine. Here's why.
First of all, and unlike every other Pulse Rifle I've ever owned, the Coiled Hiss has very little recoil. What recoil it does have, is purely vertical and thus very easy to control. This means, along with it's withering rate of fire, that keeping your full burst dead on target is very easy indeed. The weapon itself feels more like an auto rifle than a pulse; it fires in a constant barrage and as I mentioned the recoil is almost nonexistant on mine even before perks. The stability really is exceptional for it's type.
The actual damage is very low, but gets boosted nicely on headshots. Which with it's high accuracy, should account for your entire burst about 80% of the time. For killing strong enemies like Wizards and Captains, I'm still sticking to a Handcannon. However, for a horde of Thralls or assorted Fallen, it's exactly what I'd want. Simply opening fire at head-height usually guarantees a massacre in short order.
I wouldn't choose to buy one, but there's no doubting it has it's uses. Abnormally high precision and very low recoil, paired with extremely rapid fire make it a surprisingly handy package and very good for mowing down massed cannon fodder.
