This is a good point. The online nature of Destiny means that scale limitations would have been imposed during the design phase in order to ensure that the server loading targets could be met. The offline Skyrim can be much large in isolation as there are no remote connection dependencies and this does make them difficult to compare directly.
In buying the game we are paying for the server and bandwidth provision that we all dial in to so there is always that technical and commercial balance.
Ultimately a commercial decision to maximise users/connections and minimise infrastructure and services costs will always trump a development wish to create a bigger online world with more side quests and NPCS.
Skyrim is legendary by the way. I will bump that one. :)
